UPLAND — Borough council voted to adopt an ordinance regulating sanitary sewer lateral connections.
The decision came in response to a study completed by DELCORA, which indicated one cause of excessive flow into its systems is the infiltration and inflow from main pipelines and building laterals. Upon sale of a property built more than 15 years prior to the transaction, borough homeowners will be required to have sewer laterals tested for infiltration and any necessary repairs performed.
The work may be completed by video, air or smoke tests and the tests and needed renovations must be approved by the borough prior to the transfer of title. “The houses in town are old and many are serviced by sewer systems from 1931 that are starting to fail,” he said. “On your way out, they must be looked at.”
